RESULTS OF THE BIFSD2023 INTERNATIONAL FORUM “BISHKEK INTERNATIONAL FORUM. SPATIAL DEVELOPMENT. THE NEW DIGITAL REALITY”

The International Forum "Spatial Development: A New Digital Reality"  successfully concluded in the city of Bishkek, the capital of the Kyrgyz Republic. The event was organized by the Government of the Kyrgyz Republic in collaboration with the Association "ABUKO" and took place from November 30 to December 1, 2023, bringing together over 200 participants from 11 countries.

A special focus of the forum was given to issues related to state cadastral valuation. During the opening speech, Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic, Edil Baisalov, announced that the Republic is in the process of reforming its tax system. A key element of this reform will be a review of property tax, gradually transitioning to a cadastral valuation system as the basis for land and real estate taxation.

This topic was further elaborated by Deputy Director of the Land Resources Service of the Kyrgyz Republic, Kubanychbekov Tursunbek, who announced a pilot project this year to determine the cadastral value of apartments in the city of Bishkek.

Ulan Musaev, Head of the State Tax Service at the Ministry of Finance of the Kyrgyz Republic, stated that his department, thanks to an improved administration system, managed to increase revenues by 2.5 times. He expressed confidence that the shift to taxation based on cadastral value would not only increase budget revenues but also make the property taxation system more equitable.

The issue of fairness in taxing based on cadastral value was further discussed by Oleg Mokrushin, Head of the Scientific and Technical Expert Council of the Association "ABUKO," who talked about taxation systems in different countries and concluded that a taxation system based on the market value of taxable objects is an indicator of a country's economic development.

In his keynote speech, Dr. Orhan Ercan, a faculty member at Ankara University and the former vice president of the International Federation of Surveyors, emphasized the importance of incorporating new and innovative approaches into national spatial information management. He advocated for the implementation of integrated, evidence-based decision-making solutions and the maximization and utilization of national information systems tailored to the specific situations and conditions of each country.

Dr. Ercan highlighted the significance of capacity building to leverage spatial technology, improve informed government decision-making processes, facilitate private sector development, and take practical measures to advance countries towards e-economies, e-services, and e-commerce, underscoring the importance of Geospatial data in these progressions.

Mustafa Akkul, Head of the Real Estate Appraisal Department of the Registry and Cadastre Service of the Republic of Turkey, presented a pilot project on mass appraisal conducted in the province of Amasya in the Republic of Türkiye. The approaches and methods used in this project were found to be similar to those applied in the pilot project in the city of Bishkek.

Since 2003, the Republic of Belarus has determined the cadastral value of land and land plots using mass appraisal methods based on the market value of typical real estate objects. Veronica Solovyova, Head of the Valuation Department of the State Unitary Enterprise "National Cadastre Agency" of the Republic of Belarus, discussed this approach in her presentation.

She emphasized the importance of improving the methodology of cadastral valuation of land and scaling cadastral valuation to real estate objects, along with the automation of work through the development of cadastral valuation software.

Ildar Mukhamedshin, Director of Development at LLC "Softplaza," shared the experience of creating and developing the regional automated cadastral valuation system "RASKO." He highlighted that the software was created five years ago and has been continuously improved since, allowing for the qualitative and timely determination of the cadastral value of tens of millions of real estate objects across the entire territory of the Russian Federation.

The company plans to scale the Russian experience beyond the country, and the participation of the RASKO system in the pilot project for cadastral valuation in the territory of Bishkek proved to be quite successful.

In the section "Integrated Geospatial Data Systems," Deputy Director of the State Enterprise "Kyrgyzgiprozem," Azamat Karipov, presented on the topic of state geospatial data in Kyrgyzstan, highlighting the significant progress made in the use of unmanned aerial vehicles for filling registries with reliable data in recent years.

The presentation by the Head of the Department of Cartography of the Registry and Cadastre Service of the Republic of Turkey on the implementation of a 3D cadastral system in the country drew particular interest from the audience.

Another application of 3D modeling technology in urban planning and spatial planning was discussed by Grigory Gasanov, a representative of the Association "ABUKO." He detailed the implementation of a digital twin of one of the districts of the city of Kazan.

Furthermore, representatives of relevant government bodies from Germany, Slovenia, Belarus, and Russia shared their experiences in creating and using geographic information systems.

An entire section of the forum was dedicated to the theme of "Comprehensive Development of Territories." Jusup Bekbolotov, Head of the Department of the State Agency for Architecture, Construction, and Housing and Communal Services under the Cabinet of Ministers of the Kyrgyz Republic, opened the section with a report on the current state of the industry and the active digitization of management mechanisms in construction.

The Ministry of Construction and Housing and Communal Services of the Russian Federation actively participated in the forum. Maria Sinichich, Director of the Department of Comprehensive Development of Territories, presented advanced Russian experience in the comprehensive development of territories.

Another delegation representing the Russian Federation, the leadership of the Federal Autonomous Institution "RosKapStroy," presented two reports. Elena Demchenko, an advisor to the general director, shared the accumulated experience of comprehensive management of territorial development.

Renat Saitov, the head of the department for the implementation of digital projects in construction, continued the theme by discussing the Information System for Project Management of a state customer in the construction industry (ISUP).

Aziz Kemalov, the state registrar of the Ministry of Justice of Turkmenistan, concluded the section by sharing the experience of digitization in the system of state registration of property rights.

The second day of the forum focused on practical aspects of spatial development and digitization. Representatives from KB "Panorama," the Federal Autonomous Institution "Unified Institute of Spatial Planning of the Russian Federation," the State Budgetary Institution "Institute of Agglomeration Development of the Nizhny Novgorod Region," and PPK "Roskadastr" presented substantive reports in the section.

Particular attention was given to the presentation by the general director of the Geodetic Education and Science Development Fund, Evgeny Semenov, who shared the practice of using unmanned aerial systems in digital land use.

Marina Kochetova, a representative of the German company "Leica Geosystems" with a two-hundred-year history, also presented a report on digital solutions implemented in the Republic of Kazakhstan.

After the official part, forum delegates had the opportunity to delve into the history of the Kyrgyz Republic at the National Historical Museum.

Participants of the forum expressed unanimous agreement on the effectiveness of the event format and the need to continue collaboration between countries in the field of geoinformation technologies, construction, cadastral valuation, and comprehensive territorial development.
