Chairman of the AICV Association Iskander Meldebekov took part in an extended meeting of the Russian Ministry of Construction, in which representatives of the federal and regional authorities, development institutions in the housing sector and developers shared the best practices in the use of comprehensive territory development.
“We see that comprehensive territory development is developing very actively today. In all regions, since 2021, regional regulations have been approved, selection and urban planning analysis of territories is being carried out, in 2022 the stage of active decision-making began, the creation of legal entities - future operators of the comprehensive territory development. About 1.2 million square meters have been put into operation under integrated development projects for territories by ministry of housing” said the First Deputy Head of the Russian Ministry of Construction Alexander Lomakin.
A number of important changes were introduced by the law, which was signed by the President last year:
- The concept of “comprehensive territory development operator” was introduced.
- Project documentation can now be prepared in parallel with measures for the formation of land plots, which shortens the investment and construction cycle by at least 1 year.
- If there is an approved territory planning project, there is no need to additionally prepare a land surveying project.
“The most significant indicator of interest in the comprehensive development of the territory mechanism is bidding for the right to conclude agreements on the comprehensive development of the territory. During the operation of the comprehensive development of the territory mechanism, the budgets of the constituent entities have already received over 27 billion rubles,” said Maria Sinichich, director of the comprehensive development of the territory Department of the Russian Ministry of Construction.
The AICV Association, within the framework of interaction with the Russian Ministry of Construction, is implementing a pilot project in the Republic of Buryatia. For the city of Ulan-Ude, a system of assessment zoning of the territory is being prepared, aimed at solving problems that arise during the seizure of residential premises. “We will share the results after the work being done at the XV International Economic Forum “Russia - Islamic World: KazanForum”,” said Oleg Mokrushin, head of scientific and technical expert council AICV.
