VI ALL-RUSSIAN SCIENTIFIC AND PRACTICAL CONFERENCE “DEVELOPMENT OF SPATIAL DATA SYSTEMS”

On September 15-16, 2022, the sixth All-Russian scientific and practical conference dedicated to the issues of land and property relations was held on the territory of the Grozny State Oil Technical University named after academician M. D. Millionshchikov.

More than 200 delegates from 63 subjects of the Russian Federation took part in the event. The conference participants discussed issues of filling the USRN with reliable information, such as establishing the boundaries of various territories and carrying out complex cadastral work. Such important topics of the state cadastral valuation as the establishment of the cadastral value of real estate in the market size, the results of a single round of the state cadastral valuation of land plots and preparations for the cadastral valuation of capital construction projects were touched upon.

The conference resolution will be based on the development strategy of the national spatial data system.

Meeting of the extended strategic session of Rosreestr

On May 13-14, at the site of Rosreestr, under the leadership of Oleg Skufinsky and Elena Martynova, an expanded strategic session "National system of spatial data: development of the state cadastral valuation" was held, dedicated to the problem of automating the functions of budgetary institutions.

On the first day, a fair of existing software products was held, during which representatives of the developers of open source software on cadastral valuation made presentations: MOC-center, RASKO, IngeO, GKR, GeoGIS and NPP Telda. Oleg Mokrushin, head of the Scientific and Expert Council of the Association "ABICV", noted the advantage of the regional system of cadastral valuation "RASKO" in terms of full automation of a budgetary institution.

On the second day, a foresight session was held to create a model for the state cadastral valuation of the future. Representatives of Rosreestr, the cadastral chamber and budgetary institutions for cadastral valuation were divided into six teams and brainstormed, allowing them to most effectively understand the advantages and disadvantages of the past and take this into account in creating new technologies for automating the state cadastral valuation in the future.

As a result of the foresight session, each team presented their ideas for improving and developing the automated system, in the form of presentations, for review by industry experts.

In the city of Kazan, on the territory of the Technopark in the field of high technologies "IT Park", an educational intensive course was held aimed at increasing the level of knowledge and developing skills in using automation tools for the process of determining the cadastral value of land plots. The event was attended by 36 cadastral appraisers from 13 constituent entities of the Russian Federation.


For 5 days, in the format of a round table, the participants actively shared their successes in solving complex problems that arise in everyday work.

Each of those present had something to tell their colleagues. For example, representatives of the State Budgetary Institution "GKO Center" of the Ryazan Region shared their experience in grouping objects of assessment and the practice of applying the provisions of Article 22.1 of the Federal Law-237. And employees of the State Budgetary Institution of the Republic of Mordovia "Property Fund" demonstrated the ability to process and record information about the boundaries of the ZOUIT. In turn, the specialists of the State Budgetary Institution "GKO and OTN" of the Chechen Republic showed how, using MSExcel functions, it is possible to automate the process of determining codes for types of land use. Representatives of the OGBU "TsGKO" of the Ulyanovsk region demonstrated how within the framework of the institution the selection of reference land plots and analogous objects for individual assessment was automated using the reference book of calculation coefficients.

As a result of discussions on the topic of practical application of guidelines for state cadastral valuation, a number of unresolved issues arose. As a result, it was decided to send a request to Rosreestr for clarification of certain provisions of Order No. P/0336 dated August 4, 2021.

From December 6 to 9, in the city of Innopolis, the IT capital of the Republic of Tatarstan, practical classes were held on the “digital upgrade” of state cadastral appraisers

The purpose of the training is to develop the skills of conducting a full cycle of state defense contracts, using the latest achievements in the field of digitalization of public administration. The event was attended by 27 employees of budgetary institutions for GKO from 12 constituent entities of the Russian Federation.

It is no coincidence that Innopolis was chosen as a platform for training state cadastral appraisers. This year, the city was visited by the Chairman of the Government of the Russian Federation Mikhail Mishustin, where he recommended thinking about automating mass assessment for tax purposes.

The classes were primarily practical in nature with laptops, so that each student was immersed in determining the cadastral value of land plots in their region.

Within 5 days, the appraisers got acquainted with the latest developments in the field of cadastral valuation and the prospects for their development. The main topic of discussion was the organization of the process of determining the cadastral value of land plots in 2022. The participants came to the unanimous opinion that the state of the local budgets of the subjects in the next 4 years will largely depend on the quality of this work.

The specifics of the format of the event, due to its location - within the university campus, contributed to the rallying of the team of state cadastral appraisers from different parts of the country - from Buryatia to the Leningrad region.

The ABICV Association plans to continue holding professional meetings aimed at increasing the level of competence of specialists in the field of state cadastral valuation.

An all-Russian forum of government bodies was held at the Far Eastern Federal University

The All-Russian Forum of Public Authorities “Effective Management of State Property” is the ninth event of this format held by the ABUKO Association over the past three years.

85 delegates from all over the country, from Smolensk to Vladivostok, took part in the event. Many guests visited the capital of the Far East for the first time and were amazed by the scale of the university campus, coupled with the natural landscapes of Russky Island. And the flavors of Far Eastern cuisine left no one indifferent. Most importantly, all participants noted the hospitality and responsiveness of the residents of Primorye.

Representatives of the State Duma of the Russian Federation, the Ministry of Construction of the Russian Federation, the Central Office of Rosreestr and more than 216 representatives of government bodies and state budgetary institutions from 71 regions of the country discussed, among other things, new rules for the valuation of real estate and tax changes for citizens.

The Association monitored the number of requests for “Establishing the cadastral value in the amount of the market value” in accordance with Article 22.1

Currently, 15 constituent entities of the Russian Federation have begun implementing Article 22.1. The map shows the geography of these regions, and next year we predict a doubling of the number of regions that have switched to implementing Article 22.1. The transition period provided for by law, which we insisted on last year in the State Duma of the Russian Federation, assumes a smooth and painless one for the State Budgetary Institution and taxpayers. At the same time, the State Budgetary Institutions that were the first to adopt this article have a double responsibility, since the positive or negative practices created now will affect the work of other regions in the future.
